IWFA Issues Legislative Alerts 

The International Window Film Association (IWFA) has issued a legislative alert for members in the state of Louisiana. Senate Bill 359 has been introduced during the 2006 Regular Session and it seeks to increase the penalties for violation of window tinting laws.

Currently, fines are capped at $500 for the first offense and, per the law, can be no more than $1000 for the second and no more than $1500 each for the third and subsequent offenses. SB 359 would increase those fines to $1500 for the first offense, $3000 for the second offense and would ultimately drive a shop out of business for three or more offenses. The law would apply to any seller, installer, manufacturer or distributor.

The proposed law would not change acceptable visible light transmission, reflectivity or exemptions.

The IWFA’s legislative consultant, Lynwood Butner, has contacted the office of the bill’s sponsor, Senator Ken Hollis, and has proposed the option of allowing the IWFA to work with its members in Louisiana to address the issue in an attempt to curb the need for changes to legislation. According to the IWFA, the option is being considered and discussions with the Senator continue. 

In April, the IWFA urged installers, especially those in Louisiana, to comply with current laws to prevent legislative maneuvers from being proposed.

Two weeks later, the IWFA issued another legislative alert for Louisiana, when House Bill 1312 was referred to the House Transportation Committee.

The bill, as it went before the committee, would limit all forms of window tint on vehicle windshields to five inches from the top, regardless of medical or security exemptions.

Right now, Louisiana state law provides for medical or security exemptions that allow vehicle windshields to be tinted up to 40 percent VLT on the front side windows and 25 percent on the rear sidelites. People who have been convicted of violent crime or drug offenses are not eligible for any kind of exemption.

Window Film Closer to NFRC Certification

The National Fenestration Ratings Council (NFRC) has announced that it expects to have all the system aspects in place by the end of the summer that will allow window film manufacturers to start the process of becoming NFRC-certified and receiving appropriate labels.

According to a recent press release by the NFRC, the most necessary work that still needs to be completed includes modifying current NFRC software and its Certified Products Directory.

Once these modifications are made, window film manufacturers will be able to start applying for certification, a process that includes contacting the NFRC and requesting certification and arranging for NFRC-accredited testing, certification and inspection.

Certification is valid for four years and allows manufacturers to apply labels to film indicating that the film and any attachment systems are NFRC-certified.

Michael Lyons Joins FTI as International Sales Manager
Film Technologies International Inc. (FTI) of St. Petersburg, Fla., has announced that Michael Lyons joined the company on April 17, 2006, as its new international sales manager.

Over a 20-year career, Lyons has worked in a variety of sales and marketing, operations and business management positions. Prior to joining FTI, he was director of international sales for Bekaert Specialty Films LLC. 

Lyons has a proven track record directing business-to-business sales activities in international markets, including managing sales teams and distributor networks in Europe, Latin America, Asia and the Middle East. He has opened or acquired sales and distribution subsidiary offices in Mexico, the United Kingdom, Singapore and Australia.

Formerly, Lyons served on the board of directors of the European Window Film Association and has participated on the International Committee of the International Window Film Association (IWFA). He is an IWFA certified solar control and safety/security specialist. 

Hüper Optik USA Names 2006 Regional Award Winners
Hüper Optik USA of Houston recently named nine of its 180 authorized dealers in its multi-national dealer network to its Circle of Regional Excellence (CORE). The recognition was made at the company’s 2006 National Dealer Meeting, held February 23-25 at the Wynn Las Vegas.

CORE members for 2006 are: Steve Clark, Window Innovations (California); Jeff Cipolla, Precision Glass Solutions (Illinois); Ken Greenwood, Sun Shade Film Systems (Canada); Hugh Hernandez, Danny’s Family Window (Arizona); Keith Kishi, A. C. E. Glass Tinting (Hawaii); Kevin Lee, Lee’s Solar Technology (Tennessee); Vincent Majewski, VEM Enterprises (Massachusetts); Shawn Page, Clear Impressions (Florida); and Todd Smith, Solar Eclipse (Georgia). 
Each dealer has earned CORE recognition for demonstrated excellence in business sales growth, mentoring other dealers in the Hüper Optik network and willingness to initiate strategies that expand the window film industry.

Enpro Distributing Celebrates 25 Years 

Enpro Distributing turned 25 in February and the Houston-based company celebrated by having a weekend full of business enrichment and social fun.

The festivities kicked off on the evening of Friday, February 24, with a cocktail party reception. A business enrichment seminar Saturday morning was attended by about 80 window film dealers and industry representatives. The seminar featured Hank Moore, a corporate futurist and strategic planner, and Jimmy Cabrera, a CSP recognized motivational speaker and professional sales trainer. 

Moore was a White House advisor to Lyndon B. Johnson and has received Presidential Citations from Presidents Johnson, Carter, Reagan and Bush.

Cabrera’s clients include companies such as Shell, Disney, United Way and NASA Glenn.
The formal banquet on Saturday night was followed by an awards ceremony recognizing 30 window film dealers from across the country.
